Inside Elections just shifted Pennsylvania’s 8th Congressional District toward Democrats’ direction.
The ratings shift is due in part to the fact that Bresnahan “continues to navigate fallout from his active investment portfolio and stories about his private helicopter” and “has made some missteps.”Â
