Cook Political: Eighteen House Ratings Shift Toward Democrats

As we enter the on-year, Democrats’ path to the majority is wider than ever. Highlighting “widespread frustration over the economy” and a laundry list of broken promises from House Republicans, today Cook Political shifted 18 seats towards Democrats.

Even Republicans in R+17 districts, once considered safe, now “have the potential to face competitive races in November.” 

As Cook Political Report’s Dave Wasserman points out, “Republicans would need to win two thirds of the [current rated] Toss Up[races] to keep the majority.” That’s why “it’s increasingly clear that Democrats are in a strong position to win control of the House this November.”

“Ten months out from Election Day, it’s increasingly clear that Democrats are in a strong position to win control of the House this November.

All the major indicators — the president’s unpopularity, special election results and the generic congressional ballot — point to a favorable environment for Democrats. President Donald Trump’s approval rating sits at 42%, driven by Americans’ widespread frustration over the economy. And Democratic candidates’ consistent overperformance in special elections shows their voters are more motivated to turn out than Republicans

As the contours of the battleground map come into view, we’re shifting 18 ratings in favor of Democrats. Eight of these shifts are from the Likely Democrat column into Solid Democrat, as it becomes more obvious that these races are in no danger of becoming competitive in this environment. An additional 10 races move one step into a more favorable category for Democrats, leaving Republicans holding 14 out of 18 Toss Up seats.”
