Democrats’ Fundraising Turns Heads… Again

POLITICO: “Democrats are building a financial bulwark around their House majority that’s going to be tough for Republicans to breach in 2020.”

Bloomberg: Trump-District Democrats Flush With Cash Before 2020 Election

Roll Call: “Big numbers for House candidates in Federal Election Commission filings due Tuesday may underscore that Democratic donors at this point in the cycle see protecting the House as a more viable fight than winning Senate control”

Once again Democrats in the House map set the bar for fundraising in the 3rd quarter. Democrats’ fundraising dominance has become a consistent theme throughout 2019, and it’s not just Frontline Democrats building sizable war chests — at least eight Democratic challenger candidates have outraised the Republican incumbent, or all of their opponents in open seats. While Republicans flail in their attempts to adjust to the new normal Democrats have created, our continued fundraising strength trend is earning headlines in local and national media.

Why Republicans should be worried about their chances of retaking the House
Politico | Ally Mutnick

Democrats are building a financial bulwark around their House majority that’s going to be tough for Republicans to breach in 2020.

Thirty-three of the 44 most vulnerable House Democrats have stashed an impressive $1 million or more in the bank well before the election year even begins. And their fundraising pace is not slowing down as they gear up to defend the chamber.

Federal Election Commission reports filed this week illustrate Democrats’ formidable advantage: The 44 Democrats in the most competitive seats banked a collective $59 million so far. Nearly 30 raised $500,000 or more in the third quarter, according to a POLITICO analysis of the fundraising filings. And all but six of the so-called “frontliners” have at least half a million more banked than their challengers, if they have any challenger at all.

[…]

The GOP is struggling to adapt to a changing landscape; They can no longer dismiss the strong fundraising as an anomaly when it has remained steady throughout the first three quarters of 2019. And while operatives insist the disparity is not insurmountable, Democrats have undoubtedly amassed a head start in a battle that will be waged in suburban districts that lie in the most expensive media markets in the country.

[…]

But the latest reports also bring some warning signs for House Republicans. In several other swing seats, Democrats are gaining a financial edge that could become prohibitive. Privately, some GOP operatives concede it may not be worth the investment to go after certain freshmen with massive war chests who hold districts in pricey media markets where Trump is not popular.

Trump-District Democrats Flush With Cash Before 2020 Election
Bloomberg Government | Greg Giroux

House Democrats from districts that favored President Donald Trump in 2016 have amassed big campaign treasuries as they prepare for competitive re-election bids.

Of the 30 Democrats seeking re-election from areas Trump won in 2016, 22 had more than $1 million in their campaign fund and all but three banked at least $750,000 at the end of this year’s third quarter, according to a Bloomberg Government review of Federal Election Commission reports due yesterday.

Swing-district Democrats are key to the party defending its majority in the November 2020 election. The 30 Democrats include 22 freshmen, of whom 20 won districts from Republican control in the 2018 election. Democrats control 235 House seats, or 17 more than a bare majority of 218 in the 435-seat House.

Fundraising update: Some House freshmen raising more than embattled senators
Roll Call | Simone Pathé

More than a year out from the 2020 elections, new disclosures show House members continue to set the pace for congressional fundraising, with several freshmen raising nearly as much as or more than some of the most vulnerable GOP senators and their Democratic challengers.

That’s especially true of House Democratic freshmen, some of whom are continuing a trend started last year when, as candidates, they raised more in the quarters leading up to Election Day than Senate candidates.

Big numbers for House candidates in Federal Election Commission filings due Tuesday may underscore that Democratic donors at this point in the cycle see protecting the House as a more viable fight than winning Senate control.

AZ-06: Democrat Tipirneni piling up much more cash than Rep. Schweikert
KTAR | Kevin Stone

In what could be the most hotly contested 2020 U.S. House race in Arizona, Democratic candidate Dr. Hiral Tipirneni is amassing far more cash than Republican Rep. David Schweikert in District 6.

According to third-quarter Federal Election Commission reports, Tipirneni has a $603,496.25 war chest, exceeding the incumbent’s $143,828.33 bankroll by more than four times.

Schweikert hasn’t been far behind the emergency medicine physician in overall fundraising, but he’s been burning through cash at a much higher rate, including hundreds of thousands on legal fees.

CA-10: GOP wants to knock off Josh Harder, but the California Democrat has more cash than anyone else
Modesto Bee | Kate Irby

In a California congressional district Republicans are hoping to reclaim, the latest campaign fundraising reports suggest the GOP is going to have a hard time unseating Democratic Rep. Josh Harder.

Harder, D-Turlock, has consistently outraised Republicans in the race by huge margins. New reports for the third quarter of 2019 are no different.

Harder raised about $757,000 in the third quarter, ending with about $2 million in cash on hand. He’s raised about $2.5 million total this cycle — making him one of the top fundraising incumbents among both Republicans and Democrats.

CA-25: Nearly $1 Million Raised By CA-25 Congressional Candidates During Third Quarter
KTHS | Devon Miller

Incumbent Congresswoman Katie Hill, D-Santa Clarita, led the pack with over $600,000 raised, with the nearest challenger, Mike Garcia, raising over $230,000 from July 1 to Sept. 30, according to Federal Election Commission (FEC) filings.

Hill raised a total of $2.1 million during the 2020 election cycle, with the former incumbent in CA-25, Steve Knight, who raised an average of $550,000 at this point in the 2016 and 2018 cycles, according to campaign finance records.

“I am humbled every single day I get to go to work on behalf of our community, fighting for a government that is accountable to the people, housing we can afford and accessible healthcare,” Hill said. “The support from our community only continues to grow, and I will be forever grateful for their confidence.”

Garcia raised over $232,000 for his Congressional campaign during the third fiscal quarter of 2019, raising another $41,000 in the first week of October, according to his campaign.

OC Register | Brooke Staggs

…Judging by the latest fundraising numbers, Orange County’s first-term House Democrats seem well positioned to defend their seats in 2020.

Rep. Katie Porter, D-Irvine, once again raised more money this period than any other front-line freshmen Democrat in her bid to continue representing the 45th District, according to financial reports posted this week with the Federal Election Commission.

Porter took in just over $1 million during the third quarter ending Sept. 30, giving her nearly $2 million in cash. That’s more than the cash held by all four of her Republican challengers heading into the fourth quarter.

CT-05: CT lawmakers raising plenty of campaign cash, GOP challengers not so much
CT Mirror | Ana Radelat

U.S. Rep. Jahana Hayes, 5th District, has raised more than $1 million for her re-election, while Connecticut Republicans running for Congress have hardly raised any political cash at all.

Those are the findings in the latest reports filed with the Federal Election Commission.

They show that Hayes has raised $1,016,943 in this campaign cycle and ended the 3rd quarter of the year with $891,140 in cash-on-hand.

The freshman lawmaker has drawn three GOP challengers.

FL-26: Republican challengers lag behind Debbie Mucarsel-Powell fundraising
Florida Politics | Ryan Nicol

A pair of Republican challengers in Democratic U.S. Rep. Debbie Mucarsel-Powell were both out-raised about 5-to-1 by the incumbent in the third quarter of 2019.

That’s according to reports recently submitted to the Federal Election Commission.

Both restaurateur Irina Vilariño and Omar Blanco, the head of Miami-Dade Firefighters Local 1403, raised just over $100,000 during the quarter. Vilariño just barely eclipsed the number, while Blanco collected just over $102,000.

[…]

Mucarsel-Powell defeated incumbent GOP U.S. Rep. Carlos Curbelo in 2018 by fewer than 2 percentage points.

…if she keeps up her current fundraising lead, that could go a long way to ensuring she stays in the seat. Candidates faced a Tuesday deadline to submit reports showing their financial activity through Sept. 30.

The Detroit News says that puts her at the top of a list of 19 incumbents running in Congressional districts identified as “toss-ups” by the Cook Political Report. Kim has accumulated a warchest of almost $1.5 million as he prepares to seek re-election to a second term next year in New Jersey’s 3rd district, probably against former Burlington County Freeholder Kate Gibbs.

Without accepting any corporate PAC money, Kim raised $556,839 during the 1st quarter of the year, and $629,325 during the 2nd quarter.

[…]

“This isn’t a campaign fueled by corporate special interests. It’s one that started as a humble effort to give people their voice back in Washington, and I’m proud to see such enthusiastic support for the work we’re doing,” said Kim. “I promised to bring a new kind of politics to Burlington and Ocean Counties, and I’ve been proud to bring Democrats and Republicans together to make an impact in people’s lives. That’s what I’m focused on and that’s why we’re primed to win in 2020.”

NM-02: Congresswoman Torres Small continues to outraise GOP foes
Associated Press | Russell Contreras

ALBUQUERQUE, N.M. (AP) — Democratic U.S. Rep. Xochitl Torres Small continues to outraise her Republican opponents in southern New Mexico’s closely watched U.S. House race, new federal documents show.

According to Federal Election Commission filings posted Tuesday, the Las Cruces Democrat pulled in $556,453 in net contributions from July 1 to September 30 after winning the seat in November. NV-03, NV-04: Democratic incumbents Lee, Horsford lead third-quarter congressional fundraising
Nevada Indy | Jacob Solis, Shannon Miller and Mark Hernandez

Raising nearly $490,000, Democratic Rep. Susie Lee led Nevada’s congressional candidates in third-quarter fundraising, followed by fellow Democratic Rep. Steven Horsford, who raised a little more than $300,000. Though nearly a dozen Republicans have jumped at the chance to unseat each, the two incumbents have thus far reliably outraised a Republican field that has leaned heavily on candidate loans.

In swingy District 3, which encompasses roughly the southern half of Clark County, Lee must defend a district won by Donald Trump in the 2016 election by one percentage point but that she won by 9 points two years later. In neighboring District 4, at least seven Republicans have jumped into the race to challenge Horsford, who’s finishing out a second, non-consecutive term as congressman after losing the seat in the 2014 midterms.

[…]

In District 4, Horsford by far outpaced his Republican rivals in money spent and cash on hand, with $135,000 and $153,000 respectively. Unlike Lee, however, nearly half of Horsford’s total raised — $142,000 — came from PAC spending, with the remaining $158,000 coming from individual contributions.

NV-03, NV-04: Lee, Horsford hold early fundraising leads in congressional races
Las Vegas Review-Journal | Rory Appleton

The Democratic incumbents in two Nevada congressional districts opened up large fundraising leads after Tuesday’s filing deadline, federal election records show.

Rep. Susie Lee of Nevada’s 3rd District raised more than $430,000 in the third quarter of 2019 and ended the month of September with more than $1 million in the bank to stave off what appears to be two serious Republican challengers: Dan Rodimer, a small businessman and former professional wrestler, and former Nevada state Treasurer Dan Schwartz.

Rep. Steven Horsford of the state’s 4th District pulled in just over $300,000 for the quarter, with more than $750,000 left as he waits for a field of seven somewhat lightly funded challengers to narrow in the June primary.

NV-03, NV-04: Reports show incumbent Nevada Democrats with large cash lead
Las Vegas Sun | Michelle L. Price

New campaign fundraising reports show Republicans are gearing up to try to win back two congressional seats in Nevada, but they’ve got a long way to go to match the money that incumbent Democrats have amassed.

Federal election fundraising reports filed by Tuesday night’s deadline show Democratic Rep. Susie Lee in Nevada’s 3rd District has more than $1 million in her campaign account, a year out from her re-election.

That’s more than double her two biggest Republican challengers combined.

Democrat Steven Horsford in Nevada’s 4th District started October with about three-quarters of a million on hand.

There are at least seven Republicans vying to take him on in 2020 but none of them were able to raise or bank half of Horsford’s third-quarter haul.

WASHINGTON – U.S. Rep. Anthony Brindisi has built up a $1 million cash advantage over four Republican rivals seeking to challenge him in the 2020 election, his campaign disclosed Tuesday.

Brindisi, D-Utica, had almost $1.1 million cash on hand in his campaign account as of Sept. 30, according to a disclosure report his campaign plans to file today with the Federal Election Commission.

Brindisi will report raising $453,350 during the third quarter, outpacing four potential GOP opponents in the 22nd Congressional District.

The election for the House seat is expected to be one of the most expensive in the nation because the 22nd District has been targeted by Democrats and Republicans as a priority race in 2020.

The Oklahoman | Chris Casteel

She has now raised $1.6 million since scoring an upset victory last November over Republican incumbent Steve Russell.

“I’m grateful for the thousands of Oklahomans supporting our work to lower the cost of health care and increase access to quality education,” said Horn.

“I will continue to put Oklahoma first, serving everyone in our district and bringing practical Oklahoma values to Congress to create solutions.”

Horn has outraised the other four U.S. House members from Oklahoma in each of the first three quarters of this year.

TX-ALL: Five takeaways from third-quarter fundraising reports in Texas’ congressional races
Texas Tribune | Patrick Svitek

Tuesday was the latest quarterly campaign finance deadline for congressional candidates, and there was plenty to dissect in Texas, an increasingly important state in the fight for the House majority.

Even before a recent string of Republican retirements, the Democratic Congressional Campaign Committee was targeting six GOP-held seats in the state. Three of those seats are now open.

[…]

Republican Reps. Chip Roy of Austin and Ron Wright of Fort Worth saw their Democratic challengers raise more than them. It was most pronounced in the case of Roy, a DCCC target who drew a high-profile opponent, Wendy Davis, in late July. Davis, the former Fort Worth state senator and 2014 gubernatorial nominee, raised a massive $941,000 to Roy’s $574,000 — a significant increase over what he raised in the prior quarter but not enough to overcome Davis.

[…]

Allred and Fletcher have both drawn well-funded GOP opponents — but the incumbent Democrats are not letting themselves fall behind. One of Allred’s challengers, Dallas businesswoman Genevieve Collins, hauled in $453,000 in contributions after declaring her candidacy in late July, an impressive debut establishing her as the candidate to beat in the primary. Allred reported $583,000 in receipts for the full three months.

The situation was the same in Fletcher’s race, where her leading GOP challenger, Houston Army veteran Wesley Hunt, had another strong quarter relative to his primary rivals, raising $469,000, while Fletcher outpaced him with a $640,000 haul. Most importantly, though, the cash-on-hand totals for both Allred and Fletcher reached new highs since their 2018 campaigns — $1.5 million and $1.4 million, respectively.

[…]

The third quarter saw several Republican retirements, including in the three seats that were already in the DCCC’s crosshairs. That means GOP candidates are starting from scratch in those races, while Democrats have been able to further widen their financial advantages. That was on stark display in the contest to replace retiring Rep. Will Hurd, R-Helotes, where Democrat Gina Ortiz Jones raked in $1.1 million. Republican Tony Gonzales, who jumped into the race shortly after Hurd announced his retirement in early August, disclosed $152,000 in receipts, $65,000 of which was a loan to himself.

TX-21: Wendy Davis outraises Chip Roy in 3rd quarter
Austin American-Statesman | Nicole Cobler

Wendy Davis, a former Democratic gubernatorial candidate running for a U.S. House seat, outraised freshman Rep. Chip Roy, a Republican from Hays County, by more than $360,000 between July and September, according to federal election filings.

Davis, who raised $940,100 during the third quarter, launched her bid to unseat Roy in July. She raised more than $250,000 in the first 24 hours after her announcement, her campaign said in July.

[…]

“I am proud of the grassroots campaign we are building,” Davis, who lives in Austin, said in a statement. “These small dollar donations prove Central Texans are tired of not having a voice in Washington who will fight for them. That’s why I’m running for Congress: to be a voice for those who are forgotten, and worse, ignored.”

TX-23: Gina Ortiz Jones raises massive $1 million haul in third quarter
Texas Tribune | Patrick Svitek

Gina Ortiz Jones, the leading Democratic candidate to replace U.S. Rep. Will Hurd, R-Helotes, raised over $1 million in the third quarter, her campaign announced Tuesday morning.

The figure represents a massive haul that her campaign described as the “largest off-year quarterly fundraising total the district has ever seen.”

“I’m honored by the groundswell of support we’ve received and together we’re building a grassroots campaign to stand up to the corporate special interests and bring commonsense priorities like quality, affordable health care and lower prescription drug costs to Washington, D.C.,” Jones said in a statement.

TX-23: Congressional Candidate Gina Ortiz Jones Raises $1 Million in Third Quarter
San Antonio Current | Sanford Nowlin

Gina Ortiz Jones, the leading Democratic candidate to replace retiring U.S. Rep. Will Hurd, has pulled in $1 million in third-quarter contributions, according to her campaign.

The haul is the largest off-year quarterly fundraising total ever reported for Texas’ 23rd District, which includes San Antonio and two-thirds of the U.S.-Mexico border, Jones’ camp also said.

Jones, a former Air Force intelligence officer, is running again to represent the district after losing to Hurd, a Republican, in 2018 by fewer than 1,000 votes. After Hurd announced his retirement, the nonpartisan Cook Political Report moved the district into its “leans Democratic” category.

San Antonio Express News | Bill Lambrecht

Gina Ortiz Jones’ campaign for Congress prospered after an unexpected turn of events, pulling in more than $100,000 in the 24 hours after three-term incumbent Republican Will Hurd announced his retirement in August.

UT-04: Rep. Ben McAdams has $1 million in his campaign bank a year before Election Day
Salt Lake Tribune | Thomas burr

Readying for an intense race to keep his seat, Democratic Rep. Ben McAdams has amassed a large campaign account ahead of the 2020 elections, squirreling away more than $1 million so far, new documents show.

McAdams, who won his seat in 2018 by one of the smallest margins in the country, has raised more than $1.34 million since January and spent about $367,000, according to new filings with the Federal Election Commission.

That leaves him with just over $1 million in the bank more than a year before the election.

“Utahns contribute to the campaign because they appreciate Ben making good on his promise to work with Republicans and Democrats to solve problems in Congress,” said Andrew Roberts, McAdams’ campaign manager. “The best thing he can do to get re-elected is to keep up that work.”

Reps. Elaine Luria, Abigail Spanberger and Jennifer Wexton each raised more than $500,000 in the three-month period from July to the end of September, according to finance reports filed by Tuesday’s deadline.

The women were part of a blue wave that helped deliver Democrats control of the House and gave their party a majority in the Virginia congressional delegation for the first time.

WA-03: Carolyn Long’s Campaign Reports Over $600,000 in Fundraising, Which Is A Lot

Unless something fun happens in eastern Washington, the most flippable U.S. House seat in the state appears to be the one in the 3rd Congressional District, where Carolyn Long and a couple other Democrats are vying to take on five-term incumbent Representative Jamie Herrera Beutler.

This morning Long’s campaign announced that she’s hauled in over $600,000 from 3,202 individual contributors in her first quarter of fundraising. That’s more than double what she raised during her campaign’s first 12 weeks in her effort to unseat Herrera Beutler in 2018, which ended in a five point loss, and more evidence that the new campaign is off to a strong start. When Long launched back in July, she was greeted by hundreds on a tour of the district.

The race for Southwest Washington’s congressional seat last year raised an unprecedented amount of money, and it seems to be on track to do the same in 2020.

Carolyn Long, a Vancouver political science professor who is challenging U.S. Rep. Jaime Herrera Beutler, announced Monday that she raised more than $600,000 in the first 12 weeks of her campaign — an “unheard-of” amount in such a short time in the 3rd Congressional District, she said in a press release.

Herrera Beutler, a Battle Ground Republican seeking her sixth term, raised more than $450,000 this quarter and more than $1 million for the campaign so far, a spokeswoman said Monday.
