It originally had enough votes to pass but then failed by one vote. The uproar stems from seven Republicans, including Iowa Congressman David Young, who changed their votes in the final seconds, turning the tide.

Young switched his vote to swing the outcome.

[…]Jim Mowrer, a Democrat who is challenging Young in next month’s primary, said Republican leadership bullied the seven into changing their votes. “It’s a very shady process, a perversion of Democracy, and that’s what the Republicans in Congress are doing,” Mowrer said. Young could not be reached, but a spokeswoman told KCCI, “The congressman’s recorded vote today was both consistent with his position and previous recorded votes on this issue.”
