A leading House conservative delivered a stark message to Speaker Paul Ryan: the honeymoon is over.

Utah Rep. Raul Labrador — a leader in the House Freedom Caucus — said on Wednesday that Ryan, a Wisconsin Republican, has not yet transformed the House in the ways he promised during last fall’s speaker elections. But unlike past battles between conservatives and leadership, there are no immediate calls for Ryan to step down or be removed from his post.

“The honeymoon is over. Everything he has done so far is no different than John Boehner,” said Labrador, referring to former Speaker Boehner who consistently clashed with the right flank of his party.

But Labrador added that Ryan has a year to push forward conservative legislation and further reform the House’s rules and procedures before conservatives will really judge him.

“We’re willing to give him that time,” the Utah Republican said.

He added, “The question is will Ryan be a good speech-maker or a good policy-maker…The question is not just can you deliver on the speech but can you deliver on the substance. The question is whether the Republican party is a conservative party or not. I’m afraid that so far we’ve shown that [the Republican Party] is not a conservative party.”

Ryan was elected speaker last fall after Boehner abruptly announced his resignation.

In his first weeks, the Wisconsin Republican helped push forward a budget deal that funded the government for a year by overwhelming margins — a win for Republicans who have lurched from fiscal fight to fiscal fight.

But many conservatives voted against that bill and were sharply critical that the omnibus didn’t include provisions to tighten restrictions on Syrian refugees entering the U.S.
