MEMO: SWING SEAT REPUBLICANS TO PUNCH THEIR PINK SLIP WITH TAX SCAM – AGAIN

DCCC MEMORANDUM

To: Interested Parties
From: Democratic Congressional Campaign Committee
Date: July 1, 2025
Subject: SWING SEAT REPUBLICANS TO PUNCH THEIR PINK SLIP WITH TAX SCAM – AGAIN

In May, we told you a vote for the Big, Ugly Bill would be the defining contrast of the midterm election and cost Republicans the House majority. House Republicans didn’t just pass their Tax Scam once – they’re being forced by their D.C. Party Bosses to double down and vote for it again, pushing through a disgusting abomination that will hurt everyday Americans to give massive tax breaks to billionaires.

House Republicans – including the so-called moderates – are poised to cast deciding votes as a never-ending parade of polls show the GOP Tax Scam is deeply opposed by the American public.

House Republicans’ vote to enact the largest cut to health care and food assistance in American history to pay for trillions in tax breaks for billionaires and massive corporations is not only deeply unpopular – it’s a political disaster for the so-called moderate House Republicans who have been hearing from concerned constituents for months while dodging public events in their districts.

Not only does the public hate it, but Congressional Republicans have fallen into a cynical spin cycle, faking public concern about the harm the bill would cause AFTER already voting for the Tax Scam. In doing so, they pointed out how bad cutting Medicaid would be. They pointed out how many rural hospitals could close. They pointed out how many jobs it will kill. And they pointed out how many families will go hungry.

The Big, Ugly Bill comes as the cost of living continues to top voters’ concerns. Prices are risingConsumer confidence is down. America is too expensive. This bill does nothing to help everyday Americans find meaningful financial relief, only the wealthiest few. The Big, Ugly Bill will be the largest single transfer of wealth from poor to rich in U.S. history. The nonpartisan Congressional Budget Office estimates that those in the bottom tenth of households by income would become poorer – while the wealthiest would become richer. Republicans, knowing the bill is such a political loser, but resigning themselves to vote for it because of fealty to Donald Trump, have resorted to lying about the bill to sell it to the American public. It’s gotten so bad that two swing seat Republicans – Rep. Don Bacon and Sen. Thom Tillis – announced their retirement as Donald Trump and GOP Leaders continued to bully Republicans in Congress into voting for their Big, Ugly Bill.

These so-called moderates sent at least four meaningless letters to Party Leaders and colleagues in the Senate in an attempt to pretend that they were fighting for the people they represent. But words don’t matter – votes do. These letters were simply an admission that their bill is bad for the communities they represent. These phony moderates all folded once – and their unwillingness to break from their D.C. Party Bosses will be the reason they lose next year.

Meanwhile, House Democrats and the DCCC have aggressively communicated to the public the harms that will be caused by the GOP Tax Scam in town halls, district events, and in rallies across the country.

Bottom line: Polling consistently shows that the more the public hears about the GOP Tax Scam, the less popular it becomes. To their own detriment, Republicans have been openly touting the very worst of the bill for the past six months. What has it resulted in? The most unpopular piece of legislation in modern American history. From now until November 2026, the DCCC will continue to communicate the harm this bill will cause, uplift stories of the everyday Americans negatively impacted, and mobilize voters through traditional and non-traditional organizing tactics, earned media, and paid communications in order to hold vulnerable Republicans accountable for abandoning their central promise to voters. Republicans will lose the majority in 2026 and the Big, Ugly Bill will be the reason why.
