ONE YEAR LATER: Wittman, Kiggans, and McGuire’s Big, Ugly Bill Remains Deeply Unpopular As Virginians Suffer

This week marks one year since Rob Wittman, Jen Kiggans, and John McGuire voted for the Big, Ugly Bill, a disastrous tax scam that enacted the largest cut to Medicaid and food assistance in American history to fund massive tax breaks for billionaires.

The DCCC made clear that a vote for this Tax Scam would be the defining vote of Wittman, Kiggans, and McGuire’s race – and that fact remains the same one year later. Here is why:

  • Nearly 350,000 Virginians will lose health coverage. Marketplace enrollment has fallen by 4.2 million people nationally, while an estimated 3.8 million Americans have lost Medicaid or CHIP coverage since the law took effect.
  • Four clinics have closed in Virginia and some 13 hospitals are at risk of closing.
  • Millions have lost access to food assistance. Enrollment has fallen by 14% in Virginia, with 114,000 fewer people in the state receiving nutrition assistance.
  • Health care costs are soaring. Virginians have been forced to pay 23% more for their monthly premiums in 2026 or abandon their plans altogether. Virginia also saw a 5% decrease in enrollment since last year when the ACA tax credits expired.
  • The Big, Ugly Bill remains deeply unpopular. Recent Navigator polling shows the law underwater by 11 points in battleground districts and 18 points nationally, underscoring the political liability Wittman, Kiggans, and McGuire continue to face.

DCCC Spokesperson Viet Shelton:
“Rob Wittman, Jen Kiggans, and John McGuire betrayed their constituents when voting for the Big, Ugly Bill. As a result of their shameful actions, hospitals are closing, children are losing food, and health care is being stripped away. GOP extremists like Wittman, Kiggans, and McGuire are going to lose in November, and the vote for this Tax Scam will be the reason why.”
