MEMO: SWING SEAT REPUBLICANS PUNCH THEIR PINK SLIP WITH TAX SCAM

DCCC MEMORANDUM

To: Interested Parties
From: Democratic Congressional Campaign Committee
Date: May 22, 2025
Subject: SWING SEAT REPUBLICANS PUNCH THEIR PINK SLIP WITH TAX SCAM

As the economy is tanking, consumer confidence is at historic lows, and millions are struggling to make ends meet, House Republicans decided to ignore it all… and advance an astonishingly detrimental bill – the GOP Tax Scam – that raises costs on working families while benefiting the wealthiest few. It’s a vote that every single vulnerable House Republican will come to regret next year.

In poll after poll, public support for Trump and the Republican agenda is cratering. The GOP Tax Scam doubles down on all the anxieties the public has about D.C. politicians prioritizing their wealthy friends over everyday people – and takes a chainsaw to programs that are popular among a broad swath of Americans, from Trump voters to independents to progressives. Recent polling on the bill itself shows that the GOP Tax Scam is underwater with the American public by double-digits.

According to the nonpartisan Congressional Budget Office, the Tax Scam would force nearly $500 billion in cuts to Medicare and result in nearly 14 million Americans at risk of losing their health insurance, 18 million children without school lunches, and 3 million Americans without access to affordable food.

VULNERABLE HOUSE REPUBLICANS ARE LYING: House Republicans know their Tax Scam would enact the largest cut to Medicaid and food assistance in American history – which is why they are on the run. In a desperate, hypocritical attempt to inoculate themselves from their eventual vote in favor of this terrible bill, vulnerable Republicans whinedwrote letters, and filed meaningless resolutions to try and convince their voters they would not cut Medicaid and other vital programs. It was all a lie. Now that they’ve been caught, the DCCC will use their words against them over and over again like the albatross it is.

Despite Republican Senators privately – and publicly – admitting the House version of the GOP Tax Scam goes “too far” to cut the social safety net, Republicans in the House will be forced to wear this vote for the remainder of the election cycle. At town halls, in paid communications, and from their Democratic challengers, House Democrats and the DCCC will use this vote as the defining contrast of the 2026 election cycle.

REMEMBER: During Trump’s first term, the White House pushed House Republicans to repeal the Affordable Care Act and enact a tax package that would bail out big corporations and billionaires. Even though the Republican effort to repeal the Affordable Care Act ultimately failed in the Senate thanks to the late-Senator John McCain, Congressional Republicans were still held accountable for their vote. By the time the 2018 midterm elections rolled around, House Democrats did not lose a single Frontline Member and flipped Republican-held seats, taking back the House majority.

Bottom line: No matter what happens in the Senate with respect to budget reconciliation, House Republicans have already sealed their political fate. This vote alone will cost them their majority next year.
