Non-partisan race rater Sabato’s Crystal Ball just shifted Pennsylvania’s 1st Congressional District to TOSS UP – the latest sign that Bob Harvie is surging and Republican Congressman Brian Fitzpatrick has never been more vulnerable.

The shift comes after new polling from The New York Times/The Philadelphia Inquirer/Siena found Harvie ahead of Fitzpatrick, 48%-46%.
